Press Release: Operation Southern Impact

During the week of March 12th, 2018, the Douglas County Sheriff’s Office participated in Operation Southern Impact II, resulting in four search warrants and two arrests related to the possession and distribution of child pornography. Operation Southern Impact II was a multi-state, multi-jurisdictional Internet Crimes against Children (ICAC) operation which mainly targeted offenders who were obtaining and distributing child pornography. Three of the four Douglas County cases resulted in arrests (one subject was charged in two separate cases) and the fourth case is still actively being investigated.

Inv. Nathan Mitchell and Inv. Joshua Miller were the primary investigators during the operation, with each investigator working two of the four cases. The following investigators and deputies also assisted in the investigations, the resulting search warrant executions and arrests: Sgt. Ken Aycock, Sgt. Josh Lipscomb, Sgt. Shay Brooks, Inv. Erin Garner, Dep. Kyle Fields, Dep. Ryan Quibell, Dep. Jordan Thackston, Dep. Chris Reeves, and Dep. Eric Amdal. DFI Stephen McNamera from the Georgia Bureau of Investigation also assisted in one of the cases.

The following people were arrested in Douglas County as of March 16th, 2018 as a result of Operation Southern Impact II:

-Bryan Holloway, 45 years old, 12 counts of Sexual Exploitation of Children

-Jonathan Okelley, 37 years old, 8 counts of Sexual Exploitation of Children

Both subjects attended their initial bond hearing before a magistrate judge and both subjects have been denied bond in their cases. It is noteworthy that neither of these subjects have currently been charged with creating child pornography,

only possessing and distributing. At this time, we have no reason to believe that any of the victims depicted were associated with the subjects.
